    Pangilinan calls for the need to address the smuggling of imported vegetables and the continuous spike in oil prices, stating that this has brought hardships for Filipino farmers and fishermen. "Let’s end the smuggling of foods that acts as a poison to our own farmers and fishermen. We are putting the Filipinos first because that is how we work. Honest government. Lifting everyone's lives because smuggling is destroyed" he said in a statement.

    "I will double the budget of agriculture and fisheries so that their funds will directly support the fishermen," Pangilinan says if he were to win the elections. He also wants to assure that the government buys from farmers at the right price, without cheating." says Pangilinan.

    “The active transport infrastructure such as protected cycling lanes, wider walk lanes, PWD-inclusive infra, and better land infrastructure are priority pandemic responses. Some groups and organizations are really pushing for a balanced road space since our bias has always been toward private vehicles which are causing congestion and more pollution,” said Pangilinan in a 2020 senate discussion." Pangilinan stated.

    Pangilinan aligns with the position of his presidential candidate Vice President Leni Robredo on the issue. Robredo said that forcing the consolidation of PUV (public utility vehicle) operators, the use of common terminals, and the mandatory upgrading of fleets of jeepneys should be put on hold.

    Pangilinan also added, "Let’s give our transportation frontliners the time to make up for the crises."

    Pangilinan acknowledges the need for more accessible and reliable internet, yet he urges for careful consideration of telecommunication services.

    With regards to the DITO telecommunication corporation franchise renewal, he says "We understand that a third telco or a fourth or a fifth or a sixth telco, these are vital to improving our telco industry, but we should not close our eyes to the national security issues as well as the threats to our sovereignty surrounding this particular telco."

    Pangilinan, said in 2011 that if the mining industry were unregulated it could pose a serious threat to the country's food supply. "I am not against mining per se, but as we saw and heard today, irresponsible mining is a grave threat to our efforts in attaining food security," he said.

    In 2017, Kiko Pangilinan proposed the "Electric and Hybrid Vehicles Including Charging Stations Promotions Act of 2017" to lessen the country's contribution to climate change, and eventually lower the health risks brought by air pollution, and provide for more income in the transport sector.

    Pangilinan signed the covenant in the presence of various leaders forming the umbrella of the Alliance of Labor Leaders for Leni (All4Leni) which includes a five-point labor agenda consisting of (1) ending contractualization, (2) increasing minimum wage, (3) putting a stop to trade union repression and human rights violations, (4) strengthening health care systems, (5) employment guarantees."

    In 2020, Kiko Pangilinan urged the executive branch to extend its cash aid program for formal sector employees and overseas Filipino workers (OFWs) who were displaced due the work stoppage during the coronavirus crisis. "We, in Congress, are prepared to pass a measure that would augment existing funds so that Filipinos in need are covered," he said, "there are savings and unused funds" from the 2019 budget.

    Pangilinan said neutrality in Russia's invasion of Ukraine is damaging to overseas Filipino workers in particular and to the Philippines in general. "The interests of the Filipinos must come first. Being neutral is putting the interests of Russia first," he said.
