  Comelec declares Rizalito David as nuisance candidate

  The Commission on Elections (Comelec) Second Division on Wednesday declared presidential aspirant Rizalito David as a nuisance candidate. David, a defeated senatorial candidate in the 2013 elections, filed the disqualification case against Sen. Grace Poe before the Senate Electoral Tribunal (SET). The Comelec panel canceled David's certificate of candidacy (COC) for president for the 2016 national elections.
